Dear Mrs Braverman,
In light of an announcement 9th May by the Independent Office for Police Conduct (IOPC) clearing Lancashire Constabulary of misconduct and any wrongdoing over the case thus far, this matter is sent directly for your attention.
Background
A formal complaint of serious corruption was raised against Detective Superintendent Rebecca Smith (Senior Investigating Officer) and Police & Crime Commissioner Andrew Snowden with the Lancashire Constabulary Professional Standards Department (PSD) on 3rd April, in accordance with Independent Office of Police Conduct Statutory Guidance.
An impasse was reached on 19th April after email correspondence back and forth. To quote Detective Inspector Finch-Hall for PSD: “do not fit the criteria for having complainant status.”
On 26th April, Ian Dickinson, Head of Governance and Accountability for Office of the Police & Crime Commissioner for Lancashire issued an email response. In addition to repeating the message received from PSD, it further stated that the complaint was “without foundation”.
Lastly, a letter received by email on 3rd May from the Complaints and Hearings Manager (PSD) acknowledged both receipt of the complaint and follow-up correspondence to Assistant Chief Constable Sam Mackenzie on 18th April. It was clarified that criteria for complainant status wasn’t met for not being “physically present or knowing Nicola Bulley personally”, nor would the complaint be formally recorded under the Police Complaints & Misconduct Regulations 2020.
Complaint of serious corruption
To keep it succinct and concise, so as not to trawl through the entirety of this scandalous deception, I draw your attention to the most abundantly obvious duplicity of what was portrayed to be a dreadful conclusion to the mystery surrounding Nicola Bulley’s disappearance. In other words, to the mainstream media reporting frenzy on Sunday 19th February claiming the discovery and recovery of an unidentified body from the River Wyre. This was but a planned show put on by Lancashire Constabulary, supported by other actors.
All the photographs published of Jason Rothwell, the gentleman who it’s claimed made the discovery and subsequent call to Lancashire Constabulary late Sunday morning, were in fact taken on the previous day at the exact same location. On the SATURDAY!
Not to put too fine a point on it, the scene was planned in advance, ready to be acted out on Sunday with the express purpose of deceiving the public. Senior Investigating Officer, Detective Superintendent Rebecca Smith, attended the scene on Sunday therefore making her the most senior ranking police officer on the ground complicit with this sham.
This can be corroborated.
